I’m able to enable the first ‘secondary’ locale English (Australia), but still no success adding additional ‘secondary’ locale.
The localization plan I signed up for said three additional locales.
I realise now that I signed up thinking three locales were included with the plan, when it’s only one 
You pay per locale, but on “Essentials” localization you have a maximum of 3 locales. If you need more, all of the locales must be on the “Pro” plan.
I’m guessing you’ve purchased one locale, and it looks like you’ve added it, just not published it. Click the little publish switch at the bottom.

Thanks Michael. Yes, you’re right. I mistakingly thought I could add three locales with this plan.
