An element appears before a pop-up window. How to fix?

Hello!

I have an issue with the pop-up window. I want it to appear above all elements on the page. Everything looks fine except for the drop-down list. For some reason, it still remains visible whenever I open the pop-up window.

It works when I change the Instruction-wrap z-index value to 900.
