Is webflow a design tool only or does it also build the site?

I am looking only for a design tool - not a builder. Will this work for me?

Webflow is primarily used to develop websites, although you can use it to as a design tool as well, while at the same time developing a site. If you’re only looking for a design tool for websites, I would suggest using something like Adobe XD, Figma or Sketch.
