Unable to edit customer template despite Team Member Access

Hello. I am working with a client that uses webflow. They provided me Team Member access which according to the docs I read should allow me to edit, change template layout and styles. However, all I get is the typical “collaborator” option to inline edit copy and replace images. I cannot pull up the designer tool.

I need to extend their template, embed video and manage stylesheets. Can someone explain what access role is required or point me to documentation that explains this?
