If I set up a reverse proxy and make my custom domain showcase the site that is hosted at webflow.io - does that break the Webflow’s TOS?

You’d have to ask Webflow’s Legal team, but I’d say definitely yes, “circumventing systems.”
Webflow’s free webflow.io hosting isn’t meant to be used for a production site, and specifically excludes features like a custom domain.
