Resizing Images within rich text block

Hi,
I am trying to put images inside of a rich text box and have them next to my paragraphs, which it will do, but it won’t let me change the size. In image settings it will let me change the settings but there is no effect on the image, except for when I adjust the max width but then it creates a div block of that size and displaces my text. I am at a loss.

Click on the image and the wrench icon, select size and adjust.
