um… It looks like this method is not okay for verifying Facebook’s app-ads.txt

Webflow doesn’t have a means for server-side access, or the ability to serve arbitrary files. When my clients need compliance files, I use a reverse proxy to deliver them. This eliminates the redirects issue as well as a lot of compliance files cannot be redirected.

Don’t. Pay for a monthly service solution like subfold.
It will get you where you need to be short term without the risk of breaking your site with a mis-configured reverse proxy.
