Having Problems Using Grid

I am having problems making the Grid setting work.

I made a div block a grid, when I load div blocks into it I am not getting the anchor in the bottom right hand corner that allows you to pull the div block to cover multiple rows or columns.

Any suggestions?

Attached is a screen capture showing a highlighted div block but no anchor.

Hold the shift key and drag.

it doesn’t respond to the shift key. the div box will move (with or without the shift key) but i don’t get handles and can’t reshape the div box.
