Duplicate Website for different languages

Hi, I finished designing our american site in english and i am trying to duplicate the wbesite to change the text to hebrew for our israel customers but for some reason its sayingi need to purchase another license for the template but its the same exact site design and everything do i really need to purchase another $80 template ?

Templates are purchased for sites. Since it is a different site you would need to purchase another license / instance of the template.
