Does restore a backup also restore the state of CMS at that timepoint?

For the most part, yes. But there are some gotcha’s.

Those all change, so you can’t rely upon them being the same if you have automations that link to them.

One of the more useful approaches is to preview the backup and copy / paste what you need:
