I’m trying to upload some photos from projects we completed. But not sure about the best way to have them be 4mb using preview on mac?

Why would you like to upload your photos with a file size of 4MB? If you have access to Photoshop, maybe a good option would be to export/save the photo with the preferred quality and preferred pixel dimensions.
