View from Designer does not Match Live or Preview Mode for Navbar

Per the images below, I have no idea why my nav bar (in desktop) looks like it should in mobile mode when in Design mode. This is not the case when it’s published where it looks like it should. can someone please help? Having a ton of issues with the nav bar in general.

Correct (Preview / Live Site)
