"Unable to ship to your address" error on non-shipment products

Some customers are getting an error while trying to place orders which says the item can’t be shipped to the given address. The products are set up to not require shipping and the error is inconsistent as far as I can tell.

My client is losing hundreds of dollars in sales to this bug. Has anyone had similar experiences?
