Unable to create new CMS collection (Not exceeding CMS Plan Limit)

Hello All,
I am Asif. The website I am working on has a CMS plan. Currently, there are 17 cms collections. When I create a new cms collection, it Is asking me to upgrade to the business plan. But i guess the limit for cms plan is 20 and i have only created 17 collections but still it is asking me to upgrade. Also I have only 300 CMS items.
