Not sure why I am unable to see the sections that I can skip to when creating a button. I do have a several sections that are named the same thing-- is this why? I have attached a screenshot, help much appreciated.

In the Link setting Use the url instead of page section. In the url set the name of the slug followed by the # and the ID name of the section as shown in the attach photo 
Page Section will only populate IDs from the same page only. So make sure you have ID name applied to your sections on the page.
If you targeting section from another page you should follow the solution above.
By the way, technically you should not have more than one identical ID on a page.
