Sidebar with links to Rich Text headlines

Hey, I’ve got www.mindoktor.se/uvi that I’d like to add a sidebar to. You know, the traditional kind that holds navigation and highlights the right link as you scroll into the corresponding section. I’d like it to look something like this:

I see two challenges with this:
1: I think a standard menu could somehow be modified to support this behavior, but unsure how?
2. Some of the links on the left are for headlines inside a single RTF-block. This means that I need a way to link to a specific headline within a CMS-driven template. Unsure how to do this?

Simon,

Are you or did you build a prototype of this? I think that would be a good starting point, then you can share the read only link to it and we can help much more from there. Shouldn’t take long to get the base structure built.
