I have a problem with a “scroll down” just in one part of the website. If I change the order to different “div” on the page the “scroll down” works properly.
I attached a picture with the problem.

break your header symbol (ctrl+shit+a)
put the navbar element at the root under the body (and keep the “disable scroll offset” option checked)
make the navbar fixed + Top
