Responsiveness for collection page (isn't working right?)

So I have my (clinical blog) collection list to post as 3 collums on desktop. For tablet I’d like 2 collums. If I go into setting it’s set to 3 collums. Then I click on tablet view and set it to 2 collums (thinking it will only affect that size and below) but then the desktop view changes to 2 collums as well. What am I missing?
