I have been trying to use rich text. It acts very strange in my opinion. When I delete a paragraph in a rich text element it deletes the whole rich text element. Why does it do this?

In the Designer, Rich Text is a single element.
When you select it, you are selecting the RT and everything inside of it. Double click the RT to enter edit mode for the RT. Then you can select the individual paragraph or other child element to delete.
For styling individual elements inside the RT, you can just single click and then use the styles panel.
