I noticed that when I export my site, some of my videos assets are downloaded locally to video folder (the behaviour that i prefer) and some receive a link to the could as such:

how can make sure that I do get all of my assets locally ?

Thanks for getting in touch. The issue maybe that there is a space in the original video file name and there is an open bug which prevents export of the video if the original video had a space in the file name…
I would make sure the original file name of the video has no spaces or special characters, just alpha numeric characters. Delete the original background video or replace the existing with the new video without any spaces.
