Paste section or elements to different project/site

Has there been a change to the copy and paste function between projects?
I am unable to copy a section or element from one project/site to other.
I get the ‘clipboard is empty’ error message when trying to paste to a different project/site.

pls help

Nothing I’ve seen. Make sure you’re not copying from a readonly designer link. Similarly, I’m not sure if you can copy while in Editor mode in the designer.
