I am trying to put an image in a list, but I’m getting an error: Non list item can not be placed in a list.

Webflow University says this is possible. List | Webflow University

What am I doing wrong?

OK, it’s working now that I’ve deleted the first Item in the list.

No idea what the issue was.

This is definitely a bug. It’s impossible to put any other elements into the first list item, but if you create other list items, you can put things in.
