Horizontal Scrolling - Page jumping upon scroll on Chrome

Hi all!

Im redesigning my personal website and have ran into an issue when scrolling on Chrome browser where the page jumps when I reach the end of the page or go back to the start. It might have something to do with the horizontal scrolling but Im not having the same issue on safari.
