Cursor changes back to default

I have a series of link blocks that have background images. When I hover over these blocks on my published site, the cursor changes to a pointer briefly, and then changes back to the default arrow. I have set the cursor to pointer in the designer, but the issue persists. Any idea how to fix this?

Strange, I have this issue in both Chrome and Safari.
