I am just getting started with Webflow. But as I am hoping to use it for client sites, I would need to be clear about the handoff process so that I can develop a good workflow and make sure I am upfront and accurate about costs.
In short, if I transfer the site to the client, do they need BOTH a workspace AND a site plan? I am going to upgrade to a Freelancer workspace as soon as I am clear that Webflow is the right tool for me.

A Site plan is essential for publishing to a custom domain and accessing site-specific features like form submissions, CMS items, and site search. Your clients can maintain their published sites with just a Site plan while keeping their Workspace on the free Starter tier.
The Workspace plan is separate from the Site plan and relates to the account’s design capabilities and team collaboration features. Your clients don’t need a paid Workspace plan to keep their site live and functioning.
