Which Site plan is suitable?

Hi Everyone,
I am to create a service and need to use web flow to just manage the subscription of my clients, for ex: they can subscribe to a plan and manage it.
I am not selling any digital course or physical product. Just an option on the site to manage subscriptions. So what plan is most suitable for me?
Can I buy the CMS plan from General? or Do I have to get an E-commerce site plan? I can’t seem to get a clear idea on this.
