I am just curious on when we would want to use interactions VS CSS transformation options and settings? What can interactions do that CSS can’t?- I guess is the question I am asking.
Use CSS when you can, and interactions when you can’t.
With Webflow, out of the box you can use the CSS style tab to play with — mostly only — states. Like Hover states. So if you’re looking for a hover simple interaction, do it with only the style tab.
All the rest will need interactions. Like hover on an element that alters or show other elements, or anything with a click, scroll, load trigger.
Check the Interaction tutos on this page, they are essentials.

@vincent - how would you do this interaction with todays webflow. It seems this was done using an older version.
