Tabs change on vertical scroll (Interactions 2.0)

I would like to create something similar to this website.
Having tabs (or the illusion of tabs) changing on a vertical scroll while the entire tab page stays in view.
Should this be done with a slider? Tabs? or from scratch?

Any advice would be welcomed.
