You can, but

  1. I find it best (as a designer) to retain a copy of the sites that I’ve designed.
  2. I haven’t attempted to transfer a site that has a hosting plan connected to it but I’d assume the transferee will need to reconnect the domain in the same way. Either way there is some downtime, but I’d rather keep it live while the client is getting situated with the transferred version.
