Sections overlapping each other

Hi, please see link below. How can I make other sections overlap or stay fixed like it is on the website link I have attached, just like where it is written “CREATIVITY IS ALLOWING YOURSELF TO MAKE MISTAKES. ART IS KNOWING WHICH ONES TO KEEP.”

Parallax is not yet supported ! (You could try this with integrating external scripts and so on…). Because this is not the same effect as having a fixed bg.
