Section floating above previous section on screen

I have a section that is moving up & over the section above it when the browser is resized, I need it to just stay put! I dont understand what I’m dong wrong here. Help!!

I’m testing this out and these are screenshots.

These are the sections with the browser fully open. Each section in its own area:

And its doing this when the browser is resized:

I’ve switched from position fixed to relative to auto and its still doing this regardless. Help!

Ok I figured out a positioning setting that is now producing the layout result I need. I’m still frustrated with myself at not fully understanding these positioning rules when I’m laying out sections. I need to nail this down. After this project I am going to dig in and really get a clearer picture. Thanks to anyone who read my post.
