Section appearing at top when it should be at bottom

Section 3 should be displaying above the footer, but it’s displayed below the nav. What am I doing wrong?

image 10 lives inside a Div Block 10. Div Block 10 has a position:absolute setting.

position:absolute must live inside of a position:relative “container/div.”

Change Div Block 13 to position:relative and the rest will follow
