Scroll into view animation not working properly

In the “Steps Section” are 3 Divs called “Step Grid” I have a scroll into view animation set for these three divs. The first Div animated up and into 100% opacity as you might expect but it seems that the are 2 divs are animating at the same time, not just when Div 2 and 3 are brought into view. What am I doing wrong?
