Parallax Background (For Dummies)

So after searching all day for “slow scrolling background”, I’ve found out I’m trying to create a parallax background that scrolls like the one on this page: https://excision.ca/

The only tutorials I’ve found have been either broken and no longer working, or way above my head. I’m hoping someone here can provide a very simplified step-by-step guide on how to achieve this background effect.
