Nav bar won't scroll when I have sub-nav open

I want the nav to be fixed so it scrolls with the website but when the sub-navs are open you can’t scroll down to see the rest of the nav. how can I fix this? (in tablet and mobile view)

This is how it appears so it scrolls (it’s set to fixed)

but here is when the sub navs are open, it won’t let me see the rest of the nav.
