Nav bar in wrong location on mobile

My home page looks accurate on desktop and ipad scale but when you go to both mobile sites the nav bar is not at the top. One of my sections is at the top and then the nav bar. www.innovaprep.com. I am having trouble with the home page.

The best thing to do is in pc view make sure each element is displayed in pc only then recreate each element for mobile view.
