Interaction loop on hover help

Hi guys,

Does anybody know how I’d recreate the interaction on the info@ email address, top right-hand corner of the homepage of the following site?

helloheco.com

Would I be right in thinking that I’d have to transform a squiggly line png horizontally in a loop on hover?.. BUT have some sort of clipping around the nav to stop it showing on the right and left-hand side of the desired area?

If so then does anybody know how I would do this?
