Interaction linked to % of scrolling

I believe this is done using this plugin skrollr - parallax scrolling for the masses. It’s Github link is at GitHub - Prinzhorn/skrollr: Stand-alone parallax scrolling library for mobile (Android + iOS) and desktop. No jQuery. Just plain JavaScript (and some love).

This effect is not possible using Webflow’s interactions at the time of writing.
