Am I allowed to use Finsweet Components in a Webflow template intended for submission to the Webflow Template Marketplace?

There are really no exceptions, although I heard a rumor once that Lenis smooth scroll might be a rare exception.
I supposed you could give instructions on how to add the script, as part of your template’s setup, but I’d check with WF support first.
As I read them, Webflow’s submission guidelines explicitly prohibit the use of custom code in templates, except in very specific cases, such as Ecommerce functionalities. Since Finsweet Components rely on JavaScript scripts to function, they fall under the category of custom code and are therefore not permitted in templates submitted to the marketplace.
