Implementing HTML/CSS/JS code for particle generator

Hi

I would like to implement the following code into my site.

I would like to apply this effect to a div i am using as the footer for my site (i have text blocks on top of the div which are acting as nav links).

What would be the procedure to implement the code into my site?
