I need help with positioning

Hello, 
I need help with positioning these pins and text on the map. 
I want the pins to be link blocks that will scale with the hover effect and that lead to the appropriate page. I can't seem to position them on the map and keep them in place when changing the screen sizes. I watched multiple video tutorials but I can't figure it out for a week now. Please help me
