How to make navbar open up rather than down

Hello!

I am trying to build a bottom navigation bar using the navbar. I want the hamburger menu icon to always be visible. How can I set the navbar up so the links populate to the left of the hamburger menu or fill in above it? Basically, make it a “drop up” vs. the standard drop down functionality.
