How to add a box on top of an image

I’m trying to add boxes to an image but everything gets added either above or below the image. I need to add a nav bar inside that image. Please advice.

You’ll want to enable the public share link so we can see the behavior. Alternatively, can you post screenshots or a video of the desired behavior and what’s happening instead?
