I had a similar problem before but it resolved itself. This time, the problem is not resolving. I have a footer that seems to be formatting properly on most pages of my site. However, on certain pages, the mobile version of the footer is completely messed up, as you can see in the link below.
The careers page is a good example of a page where the footer does not display properly in mobile (actually, this seems to begin in tablet). The home page is fine at all break points.
The footer is installed as a symbol on all pages. I removed it and reinstalled on the troublesome pages to verify but the same issue occurs.
