If you make an adjustment to the Hover state of any element then immediately proceed to click the eyeball button to preview your website, Webflow will show your site’s Preview with the Hover settings mode still enabled.
This restricts users from being able to preview their Hover state without first needing to exit Hover state THEN enter Preview mode. Further, and even more frustrating, if a user forgets to exit the Hover settings (aka: me, multiple times) they need to make 3 additional clicks to preview their site properly. Those are: 1. Exit Preview mode, 2. Exit Hover settings, 3. Re-enter Preview mode
I think it would be a smoother UX if clicking Preview takes the user out of Hover settings, though I understand there may be more pros to the current arrangement.

I think the most efficient way to avoid this glitch for now is to click anywhere on the canvas before opening preview mode. In this example I clicked off the button which closed the hover state for the submit button:
