Can somebody help me figure how to develop that image cut-off + those 30% cards?

You could do a couple different things here.
1st) You cna just wrap the two cards in a div with border and overlay it absolutely over the image. It’s a pretty good solution and it will be easier to change it on mobile compared to others. The bad thing in this solution is that you won’t be able to smooth out all the edges without adding extra elements with images with white background inside, shown in first section
2nd) use an SVG image to mask the actual image as shown in second section
