You need to be on the Core Workspace plan as a minimum to be able to use this feature.
Have a look and compare Webflow’s pricing for Site and Workspace plans.

That is so cheap of webflow. Why even lock these items? Why not lock div items too? You also can’t even add custom CSS, or JS without being on a workspace? Pffff… lame.
