I have a CMS collection for a cliente to launch a Pop Up window when they need. But I want do make the pop up window disappear when theirs no cms item. Is that possible?

Which CMS items are you referring to? And how often would they change?
One approach within Webflow could be to set conditional visibility based on a new toggle on/off field (in the Popup entry in the CMS) but that would require manual work.

Put a new div block inside your Collection Item and move both the close button and image into that, like so:
