I cannot find the theme being used, atleast for the header with scrolling images – how did they do this? Is there pre-built blocks for this?

I think this is the result of a lot of custom front end development.
You should be able to achieve a similar effect using Webflows interactions tool but I don’t think there’s a quick win option here.
