Button Hover Animation - Jumping Twice When Hovered

I added an underline animation to my nav bar buttons. Everything worked fine for about 2 weeks and then all of a sudden it does this weird jumpy thing when you hover over it. Like it’s animating twice really fast.

It’s super annoying and I can’t figure out what happened.
